The 24-hour shelter at Winfield High School closed yesterday.  Volunteers are still serving meals and distributing flood cleanup kits at the school.  Officials expect the response to the flooding and other disasters since April to cost at least 30-million-dollars.  Donations can be made locally at the Winfield-Foley Fire Protection District at Station III at 2663 W Hwy 47, at 636-566-8406.  Monetary donations and cleaning supplies are desperately needed.    Meanwhile, Two locks on the Mississippi River could reopen by Friday.  The locks at Clarksville and Winfield were closed last month due to the flooding.  The U.S. Army Corps of Engineers says Lock 24 and 25 may reopen by the end of the week if the water drops far enough and the locks can be cleaned.
